Overview

With the cooperation of researchers from Japan, China, Korea and Taiwan, this project carries out an international joint research regarding a legal framework of public participation throughout the lifecycle of nuclear facilities around East Asia. It is broadly recognized that public participation in decision-making process enhances the decision quality and prevents subsequent confrontations and conflicts. Likewise, for residents living in the area with nuclear facilities or where the construction of nuclear plant, or the storage/reprocessing facility for nuclear waste is planned, the way of involvement in the decision-making process of national government, local government, nuclear power operators and other concerning bodies has been becoming an important, pressing issue.

This project initially investigates each case of public participation in nuclear power matters, with reference to each legal system in Japan, China, Korea and Taiwan, which have already possessed nuclear plants. Based on the findings above, this project aims to review legal systems on public participation around East Asia and to contribute to not only the development of energy policies and democracy there, but the international cooperation in the peaceful use of nuclear energy and the building of a transborder public participation framework.
