Overview
The National Census of 2020 ranks Niigata as the second worst prefecture in terms of depopulation.
A municipal official in the prefecture sent me an email lamenting the census result. Here are excerpts:
Our city is experiencing a faster population decline than other cities. I suspect there are some special factors behind the decline. But we don’t have the knowhow to analyze the causes. So we can’t come up with any specific solutions. …I was wondering if you could lead us to addressing the challenge facing our city.
This project aims to allow local governments to make better use of the resources owned by universities in their effort to halt the declining birthrate. In fact, we have already taken steps in that direction in cooperation with the Institute for Social Innovation and Cooperation, Niigata University. We have built a platform that links local governments addressing the falling birthrate with universities. And we have begun to help match the intellectual resources of universities and research institutions in Japan and abroad with the needs of local governments. The project also aims to make our support more relevant and effective through research exchanges among researchers supporting such local government initiatives.
